UPDATES FROM THE 2007 NATIONAL CONVENTION

Ususal pomp and circumstance kind of a day.

Keynote speaker was the Chairman of the Postal Regulatory Commission. He mainly talked about the changes that have occured with the passing of the Postal Reform Law.

Finance Committee Gave their report. Recommendations that they want us to pass are:

1. Biennial Convention

2. Changing the amount the host states recieve from National to host the convention

3. increaseing the per diem paid to delegates to go.

4. Eliminate Ratification Meetings.

5. Giving National Officers a general wage increase. Said increase tied to the general wage increases regular carriers get.

Jack Potter will not be here for this convention so we will be able to get down to business a little quicker. From what I've seen, we will need it. We have a lot of Constitution and Bylaw changes this year.

Micheal Gan talked about the supplimental Eichen award and the upcomming contract arbitration.

Next came the report of the Constitution and Bylaws Revision Committee.

This committee revised the C&BL to streamline it into one document.

After the Parlimentarian explained on how the process would work and an hour dedicated to go through the document article by article, the vote on the entire document was called for and passed without debate.

This revision did not exclude us from going through Constitution changes.

As to those, only 2 changes passed:

1. $1 per member will be paid to the host states of the conventions instead of $30,000. There was no dues increase associated with this.

2. The National Board will get a annual wage increase. The increase will equal to the amount that a 43K step 12 would recieve.

Some of things that failed:

1. Elimination of the Ratification Meetings

2. Biennial Convention

3.National Board votes on Contractual Matters posted on the website for 180 days.

4. Mileage and per Diem being based on the quickest route. (Quickest route to this convention for me would have me go across Lake Michigan).

5. Per diem increase for staying at the Nationally sponsored hotels (Don't get me started)

6. Emergancy appointments of local stewards (I will explain this one at a later time, if asked)

7. Ratification ballots to be mailed after the Ratification meetings are held.

2 were postponed:

1. Having the NRLCA not acctept the liabilites of dissolved state associations or where the state charter is revoked.

2. Having an independant accounting firm count National Delegate Ballots.

Tomorrow will be resolutions along with the Caucsus so tomorrow will be a long day.

Sorry to take so long to report. As some of you read, we spent more time arguing about a courtesy resolution (almost an hour, actually) and we ended up passing all 144 non-binding resolutions without debate. Needless to say I was fit to be tied (Honestly, I was ready to put a hole in some walls). All this because some people wanted to go home early. Boy are they in for a suprise

Caucus went well. Donnie and Don both said that the moritorium that the NALC got will not hurt or efforts on CDS routes, and that Donnie and Don have seats on said committee.

Also something of note, Roonnie Stutts told me that within 3 or 4 months (it's a projection folks so don't hold him to it) the website will be redone to a server with more memory so more info can be held on there and that they will also have a email list that members can sign up for so that they can get flash message from the union similar to the eActivist system that the NALC and the APWU have.

Randy Anderson has stated that the "fletters" Arbitrator decision is hopefully in the mail. No one is pushing the Arbitrator in fear that it would create and adverse decision on our part.

Today is the elections and the appeals committee along with new business. Promises to be fun.

The Convention adopted the report of the appeals committee with little or no discussion.

Francis gave a decent farewell address. The biggest highlight from his address is the he did state that he was going to return to his route.

I thought I would put on here all the resolutions that have passed at convention. Keep in mind that 144 of these were passed en block so it will probably take more than one post to put them all out there.

Binding Resolutions:

The NRLCA will establish the position of a full-time OWCP specialist. This representative will assist carriers with workers' compensation programs (e.g. advice, fillinf out form, deling with comp problems).

The NRLCA look into multiple, competitive insurance plans for eligible leave replacements to choose from.

The NRLCA shall conduct a study and report the results to the next National Convention on the cost to hire an independant firm to prepare and mail ballots for National Delegates from information supplied by the State Secretary/Treasurers, with the ballots being returned to the firm to be counted and the results given to the State Secretary/Treasurer prior to the opening of the state convention

The National Board shall not rush the contract ratification process to meet some timetable such as a mail count for the postal service.
