Pretty sure this is being intentionally done at all offices. Been fighting for an updated 4003, filed a grievance about it, won the grievance and still have not gotten the updated 4003. Perhaps this article should be placed in the supervisor and pm magazines and websites, since they are the ones not doing their job.
