Step 4 on How Mail Must Be Presented to the Route When the Route Does Not Receive Withdraw Allowance

This case involved how mail is presented to a route when the rout does not receive withdraw allowance. The mail in this case was being presented to the carrier in APC and the carrier was required to withdraw the mail directly from the APC. The parties agree that Section 352.11 and 352.12 of Handbook M-38, requires that letter mail must be placed on the carrier case ledge and flat mail must be placed on, under or near the carrier case and stacked neatly in piles.
