NRLCA and USPS Extend Time for Comment on the Revised Rural Route Evaluated Compensation System

On October 31, 2017, the parties received the Chairperson’s “recommendation for a Revised Evaluated Compensation System.” Per the MOU creating the ECS time standards project, which was part of the 2012 Clarke Interest Arbitration decision, the parties agreed to a 30-day period for evaluation and comment. However, given the scope of the project, the Chairperson’s almost 80-page report and extensive appendices, the parties mutually agreed to extend the time for evaluation and comment until February 1, 2018. This extension does not change the expectation that the Chairperson will issue the final determination within ninety (90) days of receiving the parties’ comments.

This extension will not affect the 12-day mail count scheduled to begin on February 24, 2018. The mail count will include all routes unless both the regular rural carrier or the rural carrier associate (Designation Code 79), as appropriate, and management agree in writing not to count.

  1. Another mail count that will not take into consideration the size, number, and labor time involved with Amazon parcels. How long do I go NOT getting paid for these?? Thanks so much for taking your time.

  2. not only do we not get paid to deliver but i always go over my evaluated time and then I get in trouble because I am over my 2080…. stuck .. what do yu do?

  3. Alan Lessner, don’t forget, when your delivering the amazon package for free, be sure to tell the customer about the rural reach around program! Nothing better than drumming up some more work for you to do for free!

  4. I have a question I cannot find an answer to. If Feb 1 is the drop dead date for an up or down on whether or not the new standards will be in effect for this next count, will the National Board subject the craft to another year of these old absurd standards? We’ve been told from jump that whatever they are, thats what they will be!Will the next count be subject to the new standards or not? I will count either way, but will withdraw from the Union and file an unfair labor practice suit against the Union and the USPS if they collude to avoid a binding arbitration from a federal arbitration!
