The United States Postal Service and the National Rural Letter Carriers’ Association (NRLCA) have agreed to extend contract negotiations on a new collective bargaining agreement. Although the contract with the NRLCA expired at midnight on Sunday, May 20, the Postal Service and the NRLCA have mutually decided to extend the negotiations.
The NRLCA represents approximately 129,000 rural letter carriers nationwide.
The Postal Service receives no tax dollars for operating expenses and relies on the sale of postage, products and services to fund its operations.

After all these years it is hard for me to believe that the PS still expects rural carriers to provide their own vehicles. They constantly complain about retention, and apparently can not understand that one of the biggest reasons new hires do not stay is because of this. I recently retired and this was a major factor in my decission to do so. Amazon has made it almost imposible to run our routes in one trip, yet the Postal Service still goes out of their way to NOT honor the contract and pay these carriers for second trips. Don Morris-If you haven’t noticed,NRLCA has always been under management control and Jeanette Dwyer is in bed with Megan Brennan. The Rural Carriers would be better served being represented by one union,the NALC,having two letter carrier unions makes no sense and weakens the bargaining position of the other postal unions,since the management uses the NRLCA to get givebacks and concessions from arbitrators in the other union contracts.
What is the sense on having any agreements or contract. Any agreement set between the union and management does mean anything. I was juster PDI on an incident that MANAGEMENT FAILED to do their job on. Because their FAILED to do their job, I am being punished. Even though there was an agreement between the union and management. State union rep. tells me, we were not enforcing the issue. In my neck of the woods on the northeast coast, landscapers are starting at $18/hr with holiday pay, vacation pay, and health benefits. We can’t get anybody to even apply let alone stay as an rca. It’s a situation that’s killing the older carriers. I’m in a 6 route all rural office. 4 senior carriers have unwillingly been forced to retire in the last 2 and a half years. Primarily caused by the Amazon avalanche and inability to get needed time off. Where is my union? The silence is deafening.
I must agree, that our Union has little interest in representing our craft. They continually fail to negotiate an appropriate time of the year for our counts, they allow the PS to “test market” without compensating our craft(like the nearly 2 years we delivered UPS, FedEx and Amazon without compensation), They have also negotiated a major wage cut for our new hire RCA’s (If we could get anyone to accept the job, or even apply) and I nearly forgot the reclassification of parcels to flats. I think the Rural Carrier craft should be merged wth the City Carrier craft. Its like working for two different companies under one roof. Pay everyone the same & by the hour. Pay the Rural Carriers vehicle repairs ( actual cost) Seriously, asking them to buy their own vehicles and foot their own repairs ($3000 transmission replacement) is ridiculous. Imagine the efficiencies of being able to share the leave replacement personnel. So much resentment the way it is.
