Step 4 on Adjusting Routes to Level Out the Evaluations

The issue in this case involved management adjusting a route that was not overburdened for the stated reason of “leveling out the evaluations of the routes.” The parties agreed that no national interpretive issue is fairly presented in this case. The parties further agree that, though management may provide relief of rural routes as outlined in Handbook M-38, Management of Rural Delivery Services, rural routes should not be adjusted solely for the purpose of creating equitable route evaluations.
