This case involves proper credit for mail containerized at the carrier’s case during a mail count. This case involved firm bundles and non-scanned parcels for a closed school. The parties agree the carrier has the option of handling odd-size articles either with flat mail or separately, regardless of how the piece is credited. Should the carrier choose to containerize these pieces of mail for handling convenience to include parcels, appropriate credit is provided for individual mail pieces.
