The Neutral Engineer for the Rural Carrier Time Study

Dr. Louis A. Martin-Vega is the Dean of Engineering at North Carolina State University in Raleigh, North Carolina. With more than 8,500 students, 700 faculty and staff, and $129 million in annual research expenditures, NC State’s College of Engineering is internationally recognized for the excellence of its research, education and outreach programs. In 2008, the College received an $18.5 million award from the National Science Foundation (NSF) to establish FREEDM, an Engineering Research Center focused on developing the next generation of distribution and management systems for renewable energy sources.

Martin-Vega came to NC State in 2006 after spending five years as dean of engineering at the University of South Florida in Tampa, Florida. He has also held several prestigious positions at NSF including acting head of its Engineering Directorate and director of NSF’s Division of Design, Manufacture and Industrial Innovation. He has also served as chairman of the Department of Industrial and Manufacturing Systems Engineering at Lehigh University, Lockheed Professor in the College of Engineering at Florida Institute of Technology and held tenured faculty positions at the University of Florida and the University of Puerto Rico at Mayaguez. He is the author or co-author of more than 100 journal articles, book chapters and other publications and has made numerous keynote and related presentations at national and international forums.

  1. a manager nit wit, we need a functional study engineers, not high level pretty boys who cater to the publish and lecture circuit—————————- imo, the results will almost all fall against us,

  2. PLEASE get it right this time. I'm tired of arbitrators throwing mgmt a "bone." I want it fair across the board. If it takes me 2 minutes to deliver a parcel- I want 2 minutes.

  3. I'm can't jump as high or run as fast as when I was 25, so let's hope they factor in the repetitive motion aspect and its effect on the body.

  4. I want an option for hourly pay after a mailcount. Im hopeful about the engineering study but I want an alternative just in case. Im tired of being screwed.

  5. I would like a hybrid evaluation (50-50) after the study. 50% of the evaluation would be the regular carriers actual time throughout the year (minus the Christmas OT period) and 50% would be the evaluated time with the engineered study. This would protect carriers more than just an official (manipulated more often than not) mailcount, and also protect carriers as they age and slow down, or if they have a route that doesnt fit the norm.

  6. Everyone please ask your fellow carriers to request that this board be required to get three days training and then have to actually have to run a regular route and stay in the evaluated time and only get a 30 minute lunch break just like we do. And make it back before the truck . No one can evaluate our pay without actually doing our job. We make it look easy but try to do it your self and see how hard we actually work. I would love to have this team come to my office I could give them a ear full. I hate L route evaluation it is not fair a box is a box we should get equal pay. I hate that DPS cut our office time we get 30 minutes office time but it takes us 2 hours to get out on the street. I hate stops a box is a box and we still serve it and should get equal pay. I could go on and on.
