NRLCA – Second Trips During the Christmas Overtime Period

It has come to the attention of the NRLCA that some managers are requiring regular rural carriers to deliver parcels prior to casing the mail for the route. This issue is the subject of a grievance GATS # G15R-4G-C 18190733 that was appealed to Step 4 on April 11, 2019. As always when a Step 4 is awaiting adjudication any additional violation is grieved and held in abeyance at Step 2 awaiting the final outcome of the representative case.

In the meantime, in accordance with pre-arbitration decision Q95R-4Q C 99245966, during the Christmas Period regular carriers and substitute carriers (Designation 72) are not paid 2 minutes a mile or additional loading time for the extra trip. The additional time is added to the computation for Christmas Overtime. If the carrier is using his/her personal vehicle, the carrier will receive Equipment Maintenance Allowance (EMA) for each mile over 40 miles for the day that the carrier is required to drive to complete his or her route, including the additional trip.

Leave replacements with exception of Substitute Rural Carriers (Designation 72) when working the evaluation of a regular or auxiliary route will be paid 2 minutes a mile, actual loading time, plus EMA when using their own vehicle for every mile over 40 miles for the day.

If your schedule has been changed without reasonable notice, this is a separate issue and is subject to the grievance process.
