The 3 time-study engineers are out and about in the field now. They visited several offices in the Greensboro district and even rode with one carrier. All 3 are very impressed with the work that we do and the many tasks we have to perform. This includes the engineer that the USPS chose and reportedly they are not real happy with his reports. Oh well, as one of our arbitrators once said, “It is what it is”. Nice to get some folks who are not under the thumb of either side and can look at things objectively. Whatever they decide is what both sides are stuck with and is not negotiable or subject to grievance. Just a side note: If these gentlemen come into your office and wish to observe, DO NOT, I repeat, DO NOT, change the way you do things. Don’t slow down or speed up. Just proceed as normal. That’s what they want to see, how we normally do things.

Just dumbfounded by that advice. This is why I fear the Engineering study is gonna be a bloodbath. The most critical aspect of this is not the actual time studies, but the preliminary steps where each and every duty is documented and agreed to by both sides. Nothing is built in to merely being a rural carrier anymore. Each duty must be explicit, and be done correctly during the time study. Otherwise it won't work.
To recommend rural carriers continue to do what they normally do during a time study is suicide for the craft.

Yeah it is especially if it is someone who has a 9 hour route and does it in 5 everyday!! It wouldn't be good to go with that person.
They came to our office. It was horrible. I was one of those to observe. I looked lost to say the least. My case had been changed 3 times right before and during the study. I went from w/ a wing to without. To 1 cell for 2 households. Not to mention the trailer parks etc.
They tried to take my wing and put two addresses in one cell too and I told them no! I told them I have 715 boxes and I told management they are not allowed to have us put two addresses in one cell even if it is a trailer park with a cluster box! They can not make you put two addresses in one cell. They can on city routes BUT NOT rural routes!
