Step 4 Settlement on Mail Count and the Location Where Mail Is Counted

This case involves proper procedures for counting mail at the facility where the carrier cases mail. The creation of Remotely Managed Post Offices (RMPO’s) has created issues where mail is being counted at the main office and transported to the RMPO. The parties agree that when mail is counted at the main post office and transported to the RMPO, PS Form 4239s must accompany the mail and an individual with the authority to correct any discrepancies at the facility during the period in which the carrier is reviewing and/or casing the counted mail.
