USPS Proposes Revisions to Rural Carrier Costing Methodology Resulting in Lower Periodicals Costs

The Postal Service requested that the PRC initiate a rulemaking proceeding to consider a change to rural carrier costing on November 21. The proposed revisions update the methodology for the calculation of rural carrier attributable costs to account for the new rural carrier route evaluation system. The proposal reduces unit Periodicals costs by ~1 cent per piece (3 percent).

 

  1. Our Union Needs to Hold the Line at this point. I’ve only been carrying mail since 2006, and I remember there being time standards for casing a letter and a flat as well as having time standards for parcels. If this is allowed to be changed the rural side will be screwed beyond belief for years and years to come. The new system should have nothing to do with the time standards bc a letter is still a letter as a flat is still a flat and so on. If our Union folds on this then we might as well become hourly and sit on the clock like the City Carriers do.

    • The time standards were changed by study offices picked by USPS. Do you think they couldn’t see which offices had less actual hours worked per evaluated hour? They are in charge of the stats so they can dictate what to pay.

      • I’m still trying to figure out what does volume have to do with the amount of seconds given to case a letter or flat. The hours actually worked by a carrier shouldn’t be taken into account bc every carrier doesn’t work at the same speed. The route that I’m assigned to is a 47k and I can get done versus a carrier who’s assigned to a 44k.

  2. Interesting section on coverage factor starting on page 77. Still trying to get through it all. A section on load time is especially disappointing. It starts on page 69.

    I am rolling my eyes and shaking my head a lot as I read through this. Trying to apply what I am reading to what I was taught by union and how I perform my day. Indirect hint to the future of the incentive might be on pg 36
